Old Church-Chickahominy 230 kV Line

The Company plans to build a 16 mile line between its Old Church Substation in Hanover County and Chickahominy Substation in Charles City County by the Fall of 2009. This project is part of the original Elmont-Chickahominy 230 kV lines project approved by the State Corporation Commission in August 1990. The Old Church Substation and the first portion of the 230 kV line from Elmont-Old Church was built and energized in 1994.

Project Scope

By January of 2009, load at the Pearsons and Old Church Substations in Hanover County is projected to exceed 100 MVA. At this load a second transmission source to these stations is warranted and the proposed project will provide that second transmission source. This new line will also improve reliability in the area by interconnecting the Elmont and Chickahominy Substations, both of which are major 500 kV and 230 kV substations and integral to the flow of electrical power in Central Virginia.

1990 - 1993 Survey of line route between Elmont-Chickahominy and preparation of easement plats. Public hearings before County of Hanover for Use Permit for Old Church Substation.
November 1994 Elmont-Old Church line energized and Old Church Substation begins serving Hanover County.
2001-2002 Public hearings before County of Hanover for Use Permit for Pearsons Substation. Pearson’s Corner Substation built and begins serving Hanover County.

Future Old Church-Chickahomy 230 kV Line

The line will be approximately 16 miles long. Eight miles of the line will be on new right-of-way 120’ wide. The other eight miles of line will parallel an existing 500 kV Line and require additional right-of-way 85’ wide. Right-of-way easements are being purchased on the approved SCC route from Old Church-Chickahominy, beginning in Hanover County.

In-service date: Fall 2010

Other approvals are required before construction begins on the project. They include environmental permits from the U.S. Army Corps of Engineers, the Virginia Marine Resources Commission, and the Virginia Department of Environmental Quality. The right-of-way has been surveyed for threatened & endangered species, archaeological/cultural resources, and to delineate the edge of wetlands. Engineering to identify structure locations has not started.
