Garrisonville Double-Circuit 230kV Line

The Stafford County area is currently served entirely from substations and distribution circuits which are located east of the I-95 corridor. Electrical demand in this area has grown almost 50% since 2000 and is forecasted to grow at an average rate in excess of 5 percent per year through 2009. The major portion of this load growth is occurring west of the I-95 corridor. A new double-circuit transmission line and two associated substations will enable Dominion to continue providing reliable service to its customers located in the Garrisonville area of Stafford County.

Dominion has received approval from the Virginia State Corporation Commission (SCC) to build an underground, double-circuit 230,000 volt (230 kV) transmission line in Stafford County, Virginia. The new line will extend approximately 5 miles from an existing transmission line corridor east of I-95 to a new substation site in the Moores Corner area. The new facilities will be built within an existing right-of-way easement purchased by Dominion in the 1960s.

SCC Issues Final Order

An application for approval was filed with the SCC on August 30, 2006. The SCC issued a Final Order on April 8, 2008 directing that Dominion is authorized to construct and operate underground "Option 1" as an XLPE pilot project for a double-circuit 230 kV transmission line from Aquia Harbour to Garrisonville and a new Garrisonville switching substation. This Order also authorizes the Aquia Harbour transition station.
