Dominion is planning a rebuild project involving replacement of the existing transmission line crossing the Albemarle Sound. These improvements will increase service reliability and provide for projected growth in demand for electricity.
Following the extensive damage caused by Hurricane Isabel in 2003, Dominion made immediate repairs and upgrades to the area’s electric transmission infrastructure. The rebuild of the transmission line between the Winfall Substation in Perquimans County and the Trowbridge Substation in Washington County is nearing completion.
The final phase of the project requires replacement of the 5-mile segment crossing the Albemarle Sound. New foundations and structures will be installed on the same centerline as the existing line and the old structures will be removed and the foundations will be cut off below the sub aqueous grade line. Dominion has partnered with federal, state, and local agencies and developed a construction plan for this project.
State law exempts a utility from having to apply for a Certificate for Public Convenience and Necessity (CPCN) if the line is being replaced by a similar one in substantially the same location, a CPCN not required for this revised project.
The North Carolina Utility Commission (NCUC) is responsible for determining the need, route and environmental impact of transmission lines in North Carolina. Because state law exempts a utility from having to apply for a Certificate for Public Convenience and Necessity (CPCN) if the line is being replaced by a similar one in substantially the same location, a CPCN not required for its revised project.
Additionally, six substations between Winfall and Trowbridge will need to be converted before increasing the operating voltage from 115kV to 230kV. Dominion will seek input and any necessary approvals from the localities impacted.
